This ten story brick buiding on Washington Avenue was transformed into 63 units in 1996. The Art Loft building was planned with a group from Minneapolis that specializes in housing for artists. Annual income limitations were reported to be $23,000 for a couple, and $19,000 for a single person. Rents were initially $375 a month for a 1200 square foot unit to $520 for a 2100 sq ft unit.
Investors included East Coast Capital in Boston ($2.7 million), Boatman's Bank Community Development Corp ($700,000) and General American Life Insurance ($1.4 million in Carpenter Union Pension Funds)
