Adams Community Center

The Adams Community Center, created by the Forest Park Southeast community in 1998, provides numerous services, and cooperates with other service providers in the neighborhood. Long-range plans call for development of full-service community center programming in an addition planned for the Adams Elementary School building. The reopening of Adams School with a community center is the top priority of the recently completed Forest Park Southeast neighborhood revitalization plan. The concept of a neighborhood community center took form during a 1997 neighborhood leadership training program sponsored and facilitated by the CORO Midwestern Center. Residents determined the recreational requirements of children in the neighborhood were not adequately addressed. Church-based youth activities were operating at full capacity. The group concluded that a recreation center would significantly enhance the quality of life in Forest Park Southeast and that it should be developed to augment, not detract from, the existing church based programs in the neighborhood. Thanks to the dedication and hard work of neighborhood church leaders and others, the Adams Community Center opened on March 2, 1998. The community center is made possible by a grant received by Orbit St. Louis and the newly formed Forest Park Southeast Clergy Alliance. The Center coordinates programs and activities for both children and adults.

Summer Daycamp and Camp TAMBO, resident camp programs offer children and teens a respite from the challenges of everyday life, while also stressing responsibility. Camp TAMBO is a resident camping program both children and teens may attend for one week. Camp TAMBO (meaning That All May Be One) exposes neighborhood youth to outdoor experiences and emphasizes cooperative living within cabin groups and throughout the entire camp. Summer camp reinforces the programming efforts that offer continuity and trust to the children with whom the staff work, laugh, and grow throughout the year.

CCBF offers several housing programs to its residents. The 50/50 House Repair Program, operating since January 1995, provides a 50 percent rebate to homeowners 55 and younger who do exterior work on their houses, meet income guidelines, and are owner-occupants in the 11th Ward. The CCBF House Repair Program for Senior Home Owners is a grant program for 11th Ward residents who are 55 years and up, owner-occupants, and have financial need. This program is funded about 70 percent by the Community Development Administration and 30 percent by private industry. CCBF is also active in housing development. CCBF recently completed 14 new apartments at Virginia and Robert. CCBF works with developers in the area, with the Community Development Administration, and with the aldermen. CCBF sponsors a housing corporation.

The Carondelet YMCA offers a variety of facilities and equipment to community residents who are members. Multiple services are available, for infants to senior citizens. The Carondelet YMCA was organized in 1919 and operated out of a small store and residence hall before its current facility was built in 1925. DeSales Community Housing Corporation is a neighborhood-based, non-profit organization established in 1976 to serve the Fox Park and Tower Grove East neighborhoods. Governed by a board of directors and employing a full-time professional staff, it serves as a catalyst for neighborhood stabilization by taking a pro-active role in promoting a diverse community with a quality housing stock. DeSales sponsors the Apartment Owners Association, which holds bimonthly meetings for owners of rental properties in Fox Park, Tower Grove East and Benton Park West. DeSales offers free rental referrals to both tenants and landlords and runs the Management Assistance Program (MAP), which provides professional management to rental property owners. MAP property owners are eligible for grant money to be used for repairs and improvements to their units. DeSales initiated the Two-Family Homeowner Incentive Program for purchasers of two-family residential buildings. The program offers a low interest loan to help buyers with their down payment and closing costs. DeSales also offers loan counseling to homebuyers, assists developers in the preparation of development plans and proposals for funding, and maintains a list of qualified contractors, lenders, insurance agents, appraisers, and realtors for general information on an ongoing basis.

Dignity House is one of the United Church Neighborhood Houses. It is located in the former St. Louis Artists' Guild building, and carries on in a tradition of bringing arts to the community. Combining social service, the arts, and education, Dignity House empowers both individuals and the neighborhood through intentional programming designed to help persons uncover skills and build a stronger community. Particular programming varies from season to season, but the major programs include after-school clubs for children ages 5 through 12, Teen Club for middle and high school youth ages 13 to 18, Voices United citywide youth choir, Junior Leadership Training for teens, Art's the Heart for senior citizens, and the Parent Advisory Board. Summer programming for youth takes the form of daycamp and resident camp. Through the collaborative work of Dignity House, the West End Center, Joint Community Ministries, and Clark Elementary School, young people in the Academy neighborhood have the chance to participate in a full day six week daycamp program that includes academic, social, artistic, and physical growth. Camp TAMBO is a resident camping program both children and teens may attend for one week. Camp TAMBO (meaning That All May Be One) exposes neighborhood youth to outdoor experiences and emphasizes cooperative living within cabin groups and through-out the entire camp.

On October 15, 1997, Mayor Clarence Harmon announced the formation of the Downtown Now! Task Force, a public/private 140-member partnership created to develop a five- to seven-year action plan for revitalizing downtown St. Louis. The effort is led by the City of St. Louis, Regional Chamber and Growth Association (RCGA), Downtown Saint Louis Partnership, and St. Louis 2004. In June 1999, a $1.2 billion rebuilding plan was published. The planners promote the plan as one that will rejuvenate downtown into a fun place to live, work and play, and make it an attractive place for existing and new companies and businesses. It is estimated that private developers and investors will pay for about three-fourths of the costs and the City will fund the remainder.

Founded in 1977, FPSEHC is in the forefront of efforts to strengthen and stabilize the Forest Park Southeast (FPSE) neighborhood. Friedens Haus Senior Services serves the Hyde Park area. The program delivered its first hot meal in January 1998 and now serves 64 elderly residents. Twelve people visit and call on the elderly and look for problems with taking medicine, keeping the house clean, or any signs of elder abuse. Eleven workers from Friedens Haus also go to elders' homes and help with cleaning, bathing, and shopping. A study completed by St. Louis University's Geriatric Department shows that the program has improved participants' nutrition and decreased their depression.

When Grace Hill opened its doors in 1903, it served a small neighborhood in North St. Louis. Since the current facility opened in 1981 and was renamed to recognize a generous contribution by the Monsanto Company, the Monsanto Family YMCA has become a national model for what not-for-profit organizations can do to address family needs in the inner city. The Pepper Older Americans Independence Center (named for U.S. Senator and Representative Claude Pepper) is completing its fourth year in a five-year series. The program is designed to determine if a supervised exercise regimen for the elderly will keep them from needing a nursing home. The program, held in the gym at Washington University, is one of 11 similar programs throughout the country. As of 1998, there were about 150 participants. The National Institute on Aging funds the program.

The SafeFutures program, funded by the U.S. Office of Juvenile Justice and Delinquency, began in 1996. The Office of Youth Development of the City of St. Louis administers the program. It is designed to help reduce youth violence and delinquency and focuses upon strengthening families. SafeFutures provides prevention, intervention, and treatment services to at-risk, and delinquent juveniles and their families, by linking them to a variety of free comprehensive services within the St. Louis community. Neighborhood-based programs are targeted at youth that have not previously had trouble with law enforcement agencies. Services are provided at Carver, Williams, and Sherman Community Education Centers and includes family support, early childhood and parenting programs, after-school enrichment, one-to-one mentoring, and healthy behavioral development programs with a special emphasis on addressing the needs of young women. It is an important site for outpatient care with an integrated clinic system providing general neurological care and evaluation, supported by home care, pharmacy and transportation services. All resident-doctors participate in a half-day clinic at this site providing continuity of care for patients who otherwise might be unable to receive specialty care. Each clinic is staffed by two fulltime attending physicians from the Washington University School of Medicine faculty. BJC Health System(the area's biggest health care provider( is taking over management of the ConnectCare health care plan for uninsured St. Louisans. Patients continue to get treatment at facilities run by BJC and three other hospitals. Outpatient clinics at the old Regional Hospital site and other locations will keep operating. Overall, ConnectCare costs are expected to total about $38 million annually, with the state government committing about $26 million in state and federal aid. St. Louis Drug Courts The City of St. Louis and six counties in Missouri have drug courts. Prosecutors defer prosecution against offenders who enter the court and begin a closely monitored and lengthy drug treatment program. The clients appear weekly before a drug court judge or commissioner and are immediately sanctioned for missing treatment or not turning in a urinalysis. The St. Louis Drug Court has doubled the alcohol and drug treatment success rate and tripled the average length of stay in treatment programs. A national program administered by the Department of Justice, the comprehensive approach of Weed and Seed dictates a multi-level action plan. There are four basic elements in this plan: law enforcement; community policing; prevention, intervention, and treatment; and neighborhood restoration. The Weed and Seed strategy has been fully implemented in four St. Louis neighborhoods: Fox Park, Benton Park West, Fountain Park, and Lewis Place. Safe havens have been designated in the two Community Education Centers which service these areas. Cleanup campaigns have been conducted in all neighborhoods and the Missouri National Guard has conducted demolition activities to rid these areas of vacant or derelict housing that had been used to facilitate street level drug traffic. Some of the local programs offered through Operation Weed and Seed include Overtime Police Patrols, Operation Gangbusters, Youth Employment Initiative, and DEFY (Drug Education for Youth).

Wesley House Association, a United Way member, was incorporated as a non-profit corporation in the State of Missouri in 1903. Wesley House was first established as a neighborhood settlement house and enjoys strong ties with the community and is associated with a strong sense of history. The West End Community Center serves the Academy, West End and Visitation Park neighborhoods. West End Community Center is a neighborhood asset for many. The building has recently undergone some renovations, including the finishing of a wonderfully modern and beautiful auditorium. The St. Louis Public Schools' Work Study at Ralston Purina began in 1968. Since the program's inception, hundreds of high school seniors from St. Louis public and private schools have participated. In September 1995, the program was revamped to enable students from Illinois school districts to participate. The program includes classroom space, office equipment, and computers to conduct an intensive business education program, as well as two certified teachers--one to teach vocational courses and the other to teach academic subjects. The program combines one half-day of academic course work with one half-day of supervised job training. Students earn high school credit for the educational component as well as the work experience. They receive the minimum wage for a twenty-hour work week. The Work Study Program begins in September when the regular school year starts and ends in late May, when all students return to their home schools for graduation. Students attend academic classes at Ralston Purina from 8:15 a.m. until 11:30 a.m. and receive on-the-job training from 12:30 p.m. until 4:30 p.m.

The Downtown YMCA offers a variety of facilities and equipment to community residents who are members. These include: Indoor Pool, Gymnasium, Racquetball Courts, Indoor Track, Nautilus Equipment, Free Weight Equipment, Cardiovascular Equipment, Locker Rooms, Steam Room, Whirlpool, and Sauna. For its first 40 years, the Downtown YMCA held programs in churches and libraries. When its current building on Locust Street was dedicated in 1926, it is said that the key was thrown into the Mississippi River so that the doors would never close. And the doors have stood open for a great influx of immigrants after the Industrial Revolution, for hundreds of thousands of service personnel during World War II and the Korean War, and for generations of residents and downtown employees. This 10-story building was one of the largest YMCAs when built and consisted of six floors of dormitories, one floor of classrooms, two gymnasiums, six handball courts, a swimming pool, men's and boy's locker rooms, a Business Men's Club with Turkish bath equipment, a barber shop, tailor shop, cafeteria, private dining and club rooms, lounges, libraries, assembly halls and separate social halls for younger and older boys. The cafeteria and dormitories were closed in 1974 and the upper seven floors were sold and converted to the Centenary Tower senior citizen apartments in 1977.
