At the State level, an Assistant Circuit Attorney determines whether there is sufficient evidence to charge an individual when the case is presented to them by a police officer. If so, the Assistant determines what charges the State will seek. Victims and necessary witnesses must appear, in person, in the Warrant Office in order for the State to initiate charges on cases.
