  1. Neighborhood Stabilization Team If you are a resident of the City of St. Louis, you can call the Neighborhood Stabilization Team at (314) 622-4628 to complain about vacant buildings.

  2. Land Reutilization Authority Buildings abandoned by property owners eventually become the City's responsibility. The Land Reutilization Authority (LRA) acquires tax-delinquent buildings after three years. LRA currently owns more than 3,000 buildings. Detailed information about LRA-owned property is available from the City's Real Estate Department.

  3. Housing Conservation District Inspections. About two thirds of the city has been designated as housing conservation districts where inspections need to be conducted at the time a home is sold or, in the case of apartment buildings, at least annually.
