Car Registration

If you live in the City of St. Louis, you may be eligible to renew your plates online at the Missouri Department of Revenue website. If you are eligible for this convenient option, a Personal Identification Number (PIN) will be printed on your renewal notice. But generally, to register your automobile and receive or renew license plates you must bring the following to any Missouri Department of Revenue fee office:

1. A paid personal property tax receipt from the Collector of Revenue's office or a property tax waiver from the City Assessor's office.

(To obtain personal property tax waivers in the City of St. Louis, you must bring the following to the Assessor's office:

The vehicle's title or the bill of sale; and proper identification: Driver's license, if your license has your social security number you need not bring anything else; or, Social security card with an additional form of ID.

Note: If you have recently moved to the City of St. Louis, you must obtain your property tax waiver from the county in which you lived on January 1st.

If you only need a copy of your paid personal property tax receipt, go to the Collector of Revenue, personal property tax desk, Room 109, City Hall. The cost is $1 per copy.

If you are applying for a 2-year registration, you will need the past 2 years worth of paid tax receipts.)

2. A current insurance identification card (original or copy) or other proof of financial responsibility.

3. A Missouri Highway Patrol safety inspection certificate not more than 60 days old, unless exempt. Most auto repair shops can perform the required safety inspection.

3. An emissions inspection notice that is not more than 60 days old, unless exempt (i.e., vehicles more than 26 years old and all motorcycles are exempt). Emissions tests are only required every two years.

If you receive a RapidScreen notice in the mail, you must use it to apply for registration renewal within 60 days. Otherwise, you will need to have your vehicle tested at a Gateway Vehicle Inspection participating station. The program website provides a list of stations by City or zip code.

4. A signed License Renewal Application. If you did not receive this form in the mail, you may obtain an Application for License (Form DOR-184) at your local Missouri Department of Revenue contract office.

5. A check, made out to "Department of Revenue", or cash, for the correct registration (license plate) fee, typically based on the horsepower of the vehicle; and

6. $3.50 registration processing fee for a one year registration or $7.00 registration processing fee for a two year registration. This may be included in the check for the registration fee. A $5 renewal penalty will be charged if you renew your plates after the expiration date.
