The Excise Division a part of the Department of Public Safety, reviews, approves and regularly monitors the compliances of all liquor licenses in the City of St. Louis. Generally a restaurant and/or tavern need to apply for a drink license, while grocery stores and convenience stores need to apply for a package liquor license.
A liquor license will not be issued if the surrounding neighborhood does not support the issuance of the license. The Excise Division has a procedure wherein the property owners, registered voters and business owners within a 350 feet circular radius of the proposed premises can protest the issuance, renewal or continuation of a liquor license and seek administrative review.
Further, several Moratoriums (city ordinances) have been passed prohibiting the issuance of any new liquor licenses, unless they or a restaurant or would be upon open in certain wards of the city.
Generally the application fee for a liquor license is $230.00 nonrefundable. Once approved for the actual liquor license, the fee for the license will vary depending on the type.
Also, if you allow any dancing at your establishment, a “Dance Hall License” is required. One can apply for the Dance Hall License when they apply for their liquor license at the Excise Division. The cost is $200.00, if approved and must be processed through the Director of Public Safety office.
