Animal Control - Dog and Cat Regulations

Animal control services are provided by the Animal Regulation Center (ARC), the division of the Health Department that apprehends stray dogs, investigates animal bites and attacks, runs a pet adoption program, controls rabies, and helps enforce other laws and regulations affecting pets and their owners.

The ARC places pictures of some of its adoptable pets on its website.

In the City of St. Louis, it is a violation of city ordinance to keep more than four (4) animals on a premise. The four allowable domesticated animals may be of any combination of dogs and cats and may include no more than one Vietnamese pot-bellied pig.

Pet owners are responsible for keeping their animals in sanitary conditions and for removing and disposing of feces from their yards and other areas.

Owners are also required to have all domesticated pets vaccinated against rabies. Dogs and cats must display their vaccination registration tag on their collars.

Dogs must be on a leash whenever they are on a city street, sidewalk, park or any public area.

If your pet is apprehended by an Animal Control Officer while running at large, you will be required to pay a fee before claiming your pet. These fees may vary.

Cats are not required by law to be on a leash. Therefore, the ARC will not apprehend cats but will pick them up if they are confined in a box with a lid or some other suitable container.

Dog owners must remove and properly dispose of any feces left by their dogs on any sidewalk or public or private area. The only exception is for a service dog accompanying any visually impaired or physically disabled person.

Pet owners are also mandated by law to prevent their pets from causing frequent or long continued noise that disturbs the comfort and peace of any person in the vicinity. Any such continuous or frequent noise that can be heard at a distance of more than 100 feet from its source shall be considered excessive and in violation of city ordinance.

Sick, Injured or Dead Animals

Sick or injured animals, or animals in distress may be cared for by the Humane Society of Missouri.

The City Refuse Division will remove dead animals from public rights-of-way - but not from private property. To request a pick-up of a dead animal, contact the Citizens Service Bureau.
