The State of Missouri Public Service Commission (PSC) regulates utility companies. The PSC regulates the rates and services of investor-owned electric, natural gas, telephone, water, sewer and steam heat utilities.
PSC does not regulate the rates of publicly-owned utilities, such as the City of St. Louiw Water Division and the Metropolitan St. Louis Sewer District.
The Office of the Public Counsel represents the interests of utility customers in proceedings before and appeals from the Missouri Public Service Commission (PSC).
If you have concerns about rates in general, contact the Public Counsel. If you have complaints about your service in particular, and they were not resolved to your satisfaction by the utility company's customer service staff, contact the PSC.

A customer with a complaint against a company regulated by the Public Service Commission should first contact the local office of that company. If not satisfied with the response, the customer may file a complaint with the Commission. The following information should be submitted:
* Customer's name, address, city
* Utility's name
* Complete Facts of Complaint
* Action utility took on complaint
* Brief explanation of desired solution
A customer with a complaint about the City of St. Louis Water Division should contact the Citizens' Service Bureau and/or their alderman.
